The Organizational Capacity Assessment (OCA) is a structured tool for a facilitated participatory assessment of an organization's capacity followed by action planning for capacity improvements. Assessing capacity serves as input in different processes and may support interlinked decisions on: strategic and operational choices, focus areas, operational modalities and more. The ar-mel model for OCA is flexible, creative, and uses innovative IT solutions; it covers several organizational development components including Monitoring and Evaluation, Finance, People and Culture, Governance, and Procurement. Our participatory phased approach increases ownership of the action plan as it helps an organization to reflect on its processes and functions, and score itself against benchmarks.
