About Armel

Short Bio

Armel Hugues Oguniyi is the founder of ar-mel think-tank. He works for strategic partnerships building, systems and policies development to sustain the capacities of ar-mel. With an MBA in Project Management and more than 12 years international experience in applied research and measurement of humanitarian, emergency and development programs, Armel is a seasoned expert in monitoring, evaluation and learning.

As a practitioner, he has rich experience in the design and implementation of measurement methodologies and mixed-methods evaluation adapted to different programs and contexts. Armel is seamlessly able to grasp difficult concepts, readily apply these ideas in differing social, cultural and cognitive domains, and later clearly communicate results in a clear, well-grounded discussion. He has proven experience working closely with a broad range of stakeholders, writing evidence-based reports both in English and French languages.

Moreover, he masters complex conceptual frameworks and excels in management of extensive sets of data. This robust background in MEL has enable Armel to direct and/or co-direct over twenty evaluations for programs (Quality Education, Child Protection, Gender, Peacebuilding, Social Cohesion, Energy sector) funded by institutions such as GAC, UNICEF, USAID, EU, BMZ, SDC and more.

Work Experience

  • 2017 to present:Founder, Lead researcher at ar-mel.

    Todate, Armel has managed, directed and/or co-directed several studies for programs funded by GAC, EU, EUMC, UNICEF, SDC, BMZ, USAID and more.

  • November 2019-January 2022:MEL Specialist, MCA-Benin II.

    With MCA Benin II, Armel supports the implementation of the MEL Framework for the four Projects (Policy Reform and Institutional Strengthening - Off-Grid Electricity Access - Electricity Distribution - Electricity Generation) of the Power Compact. Working with sector leads, he supports the development of periodic reports (ITT reports, Annual Performance Reports) for compliance, impact communication and top management decision-making purposes.

  • 2016-2019:MEL Manager, Right To Play International.

    His main responsibility was to manage MEL operations across Africa Region (Burundi, Ethiopia, Ghana, Liberia, Mali, Mozambique, Rwanda, Tanzania and Uganda) by providing high level technical support for programs’ continuous improvement. He worked for organizational learning, documentation, knowledge management, and evidence base building.

  • 2014-2016:Regional MEL Officer, Right To Play WAFA.

    At this position, Armel was part of the Regional Technical and Advisory Team that supported the Country Offices to continuously strengthen the culture evidence building for effective decision making. He has provided high level technical advice and supported all MEL activities in the West and Francophone Africa (WAFA) Region of Right To Play which included five (05) countries: Benin, Ghana, Liberia, Mali and Rwanda.

  • 2010-2014:MEL Officer, Right To Play Benin.

    At this position, Armel has collaborated with program staff, not only at the Benin office level, but also within the broader Region and across the organization, globally. He has developed outstanding frameworks and tools for the implementation of M&E activities of projects implemented in the Benin Republic.
