Seasoned professional with a proven track record of driving organizational success through strategic monitoring and evaluation initiatives. Adept at leveraging technical expertise to improve program effectiveness, optimize resource allocation, and facilitate data-driven decision making. Recognized for leadership in designing and implementing robust monitoring and evaluation frameworks that align with organizational goals.

 

For the past 15 years, Adéléké has worked in various technical and managerial positions related to Monitoring, Evaluation, Accountability and Learning (MEAL); over the years, he has built a proven expertise in developing and implementing M&E strategies and frameworks in different operational contexts (emergency, humanitarian, development) in West Africa, as well as leading M&E teams from different academic and cultural backgrounds. Adéléké is very comfortable with complex conceptual frameworks and excels at managing large datasets, communicating results clearly and writing persuasive reports in both English and French. This robust background in MEL has enabled him to direct and/or co-direct over twenty evaluations for programs (Quality Education, Child Protection, Gender, Peacebuilding, Social Cohesion, Energy sector) funded by inernational cooperation and development agencies. Self-motivated, results-oriented and a team leader, he has a good understanding of M&E standards and requirements of international agencies and institutions such as USAID, MCC, GAC, ECOWAS, NORAD and others.

Currently he works as MEAL Consultant for the Regional Climate Smart Agriculture Project (Benin, Burkina Faso, Ghana, Niger, Togo) at the ECOWAS Regional Agency for Agriculture and Food.

Work Experience

  • March 2022 to present:MERL Consultant, ARAA/ECOWAS

    The Promoting Climate-Smart Agriculture (CSA) in West Africa is a project funded by BOAD to support the implementation of the ECOWAP/CAADP CSA Intervention Framework. The project is implemented in transboundary areas particularly vulnerable to the adverse effects of climate change in the following five countries : Benin, Burkina Faso, Ghana, Niger and Togo. Adéléké’s roles and responsibilities as MERL Consultant include but not limited to: coordination of the implementation of the Project’s MEL Framework according to BOAD procedures; coordination and mangement of external evaluations; documentation and good practices and lessons learned across the implementing countries; development of quarterly, semi-annual and annual performance reports, and more.

  • November 2019-January 2022:MEL Specialist, MCA-Benin II.

    With MCA Benin II, Adéléké supports the implementation of the MEL Framework for the four Projects (Policy Reform and Institutional Strengthening - Off-Grid Electricity Access - Electricity Distribution - Electricity Generation) of the Power Compact. Working with sector leads, he supports the development of periodic reports (ITT reports, Annual Performance Reports) for compliance, impact communication and top management decision-making purposes.

  • 2016-2019:MEL Manager, Right To Play International.

    His main responsibility was to manage MEL operations across Africa Region (Burundi, Ethiopia, Ghana, Liberia, Mali, Mozambique, Rwanda, Tanzania and Uganda) by providing high level technical support for programs’ continuous improvement. He worked for organizational learning, documentation, knowledge management, and evidence base building.

  • 2014-2016:Regional MEL Officer, Right To Play WAFA.

    At this position, Adéléké was part of the Regional Technical and Advisory Team that supported the Country Offices to continuously strengthen the culture evidence building for effective decision making. He has provided high level technical advice and supported all MEL activities in the West and Francophone Africa (WAFA) Region of Right To Play which included five (05) countries: Benin, Ghana, Liberia, Mali and Rwanda.

  • 2010-2014:MEL Officer, Right To Play Benin.

    At this position, Adéléké has collaborated with program staff, not only at the Benin office level, but also within the broader Region and across the organization, globally. He has developed outstanding frameworks and tools for the implementation of M&E activities of projects implemented in the Benin Republic.
