Scope of Final Evaluation in Benin
The FSPI 2022‑09 “Sport au Féminin” (SAF) project has been implemented in Benin since 2022 for a period of two years, with support from the Fund for Innovative Projects (FSPI) of the French Ministry for Europe and Foreign Affairs. Structured around three core components, the project aims to promote the development and expansion of women’s participation in sports in Benin. During the project implementation period (2022–2023), activities were carried out in nine municipalities—Cotonou, Ouidah, Abomey, Porto‑Novo, Grand‑Popo, Parakou, Dassa‑Zoumé, Djougou, and Natitingou. Within this framework, three sports disciplines—athletics, basketball, and handball—were targeted among the five priority disciplines identified by the Ministry of Sports for development.
Methodology of Final Evaluation in Benin
The evaluation employed a mixed‑methods research approach to capture both quantitative evidence and qualitative insights from stakeholders involved in the FSPI 2022‑09 Sport au Féminin project. This design enabled a nuanced analysis of stakeholder perspectives and project outcomes. Throughout the evaluation, an inclusive, gender‑responsive, and conflict‑sensitive framework guided the process, shaping the development of data‑collection tools, participant selection, consultation processes, and data analysis. Grounded in respect for fundamental human rights and adapted to local contexts and cultural realities, the methodology ensured that findings were robust, contextually informed, and relevant for learning, accountability, and future programming.
Outcomes of Final Evaluation in Benin
The final evaluation of the project generated comprehensive evidence to inform learning, document lessons learned and good practices, and provide strategic recommendations for potential adjustments and a future phase of the intervention. Drawing on performance, outcome, and impact indicators associated with each project component, the evaluation produced a consolidated assessment of overall project results. The evaluation delivered an analytical synthesis highlighting the project’s implementation context, progress achieved, and the key internal and external factors that positively or negatively influenced implementation. It provided a detailed account of all activities carried out, assessed the level of financial execution, and reviewed project monitoring arrangements and governance mechanisms. In addition, the evaluation developed a visual mapping of project achievements, enabling a clear and comprehensive representation of results across intervention areas. Together, these outputs strengthened accountability, supported evidence‑based decision‑making, and generated actionable insights to guide future programming, enhance implementation effectiveness, and inform the strategic direction of any subsequent phase of the project.
