Scope of Impact Assessment in Benin

Plan International’s Plan for Girls (P4G) project is a five‑year, girl‑led initiative funded by Global Affairs Canada that aims to advance the rights and well‑being of adolescent girls and young women through an integrated and transformative approach. The project pilots and implements a comprehensive package of interventions designed with and for girls, addressing persistent social, structural, and institutional barriers that hinder the realization of girls’ rights. P4G is implemented across three interconnected levels in four communes in Benin—Bantè, Dassa‑Zoumè, Savalou, and Gla‑Zoué—and two communes in Cameroon—Lagdo and Ngong. Through a multi‑level, rights‑based approach, P4G seeks to generate sustainable and inclusive change by simultaneously addressing individual agency, social norms, and institutional systems.

Methodology of Impact Assessment in Benin

The evaluation applied a mixed‑methods research design, integrating quantitative and qualitative approaches to capture both measurable changes and contextual dynamics. Quantitative data were collected from both treatment and control groups to assess statistically significant differences attributable to the P4G intervention, while qualitative methods provided deeper insights into pathways of change, implementation processes, and participants’ lived experiences. This combination strengthened causal inference and enhanced the validity of findings.

Outcomes of Impact Assessment in Benin

Through this evaluation design, the study generated credible empirical evidence on the impact of the P4G project, enabling a comprehensive assessment of achieved results and outcomes. It systematically tested the hypotheses underpinning the pilot project’s Theory of Change (ToC) and examined the effectiveness of the project’s approach to developing a comprehensive, replicable, and evidence‑based Girls’ Plan. The findings informed both the refinement of the methodology and its potential for adaptation and scale‑up, providing actionable insights to strengthen future programming and strategic decision‑making.
