Scope of Final Evaluation in Benin

To implement the actions related to the “Emergency Preparedness and Response” pillar of its 2022–2026 strategic framework, CARE International Benin/Togo secured funding from the Bureau for Humanitarian Assistance (BHA/USAID) to implement a Disaster Risk Reduction (DRR) preparedness intervention entitled “Saving Lives through Inclusive Disaster Preparedness in Northern Benin.” Implemented in partnership with the NGOs SIA N’SON in Alibori and DEDRAS in Atacora, the intervention focuses on the prevention and mitigation of disaster risks, as well as the management of their impacts. It falls within the field of disaster risk reduction policies and practices, addressing key areas such as risk and vulnerability analysis, strengthening emergency preparedness capacities, and community awareness‑raising and mobilization.

Methodology of Final Evaluation in Benin

To address the final evaluation questions, the study adopted a mixed‑methods research approach, integrating quantitative and qualitative methods throughout the evaluation process to generate robust and complementary evidence on project results at completion. Building on the same methodological foundation used at baseline, this approach made it possible to systematically assess changes over time and to examine the extent to which observed outcomes could be associated with project interventions. By combining quantitative measurements with qualitative insights, the evaluation was able to triangulate findings, strengthen attribution, and deepen understanding of contextual and implementation factors shaping results. This integrated analytical approach enhanced the rigor and credibility of the final evaluation, supporting well‑founded conclusions and the formulation of actionable, evidence‑based recommendations.

Outcomes of Final Evaluation in Benin

The evaluation analyzed variations in key indicators by comparing endline findings with baseline values, thereby providing a clear picture of progress achieved over the project lifecycle. It also examined changes in knowledge, attitudes, and practices (KAP) among target populations in relation to the prevention, mitigation, and management of hazards, disasters, and gender‑based violence (GBV) risks, capturing both measurable outcomes and underlying behavioral shifts. In parallel, the evaluation explored the evolution of gender‑related issues and dynamics within project‑affected villages, with particular attention to how interventions influenced norms, roles, and vulnerabilities.
